Richard ("Dick") Eugene Flannery passed away Saturday, September 30, 2023, surrounded by family at UPMC Jameson Hospital.

Dick was the son of Dr. Wilbur Eugene Flannery and Ruth Donaldson Flannery, born ten minutes after his twin brother John W. Flannery on February 15, 1942, in New Castle. His oldest brother Charles F. Flannery and twin brother preceded him in death.

Dick's passions in life included practicing law, politics, and, especially, spending time with his family.

Dick is survived by his wife of 58 years, Linda Wilson Flannery, son David Flannery of Glenside, Pennsylvania, daughter Carolyn Flannery-Lang and her husband Fritz Lang, of New Castle, brother Harry A. Flannery and his wife Maureen, of New Castle, two sisters-in-law, Patricia Wilson Cleveland and Margaret Ann Wilson, one brother-in-law, Loyal Wilson and his wife Margaret, and many nieces and nephews.

He graduated from New Castle High School in 1960, obtained his bachelor's degree from Ohio Wesleyan University in 1964, and received his Juris Doctorate from Dickinson Law School in 1967. He practiced law in New Castle from 1968 until immediately prior to his death. Dick served in various positions within the Lawrence County Bar Association, as well as the Pennsylvania Bar Association, including on the statewide Judicial Evaluation Commission and the Board of Governors. He also was appointed to the Pennsylvania Orphans' Court Rules Committee.

Dick loved New Castle and serving his community. He served two terms as a New Castle City Councilman, was appointed to the Federal Judicial Nominating Commission of Pennsylvania, was a member of the Jameson Memorial Hospital Board of Directors from 1997 to 2015, served as president and long-time member of the board of directors of the Hoyt Center for the Arts, and many other local organizations, including the Lawrence Club. He was a life-long member of Highland Presbyterian Church and served as an Elder on its Session and committees for many years.

He served as a member of the Republican State Committee for 26 years, as well as the Republican Committee of Lawrence County, working to bring Republican candidates to the county to meet with and hear from his community. He participated in the campaign efforts of Pennsylvania Governors Bill Scranton, Dick Thornburg, Tom Ridge, Tom Corbett, United States Senators Richard Schweiker, John Heinz, and Rick Santorum, Pennsylvania Supreme Court Justices Ron Castille and Sandra Shultz-Newman, and Pennsylvania Superior Court Judges Maureen Lally-Green and Paula Ott. The highlights of his political activism were attending the inaugural ball of Governor Ridge with his daughter and serving as an alternate delegate to the 1992 Republican National Convention, which he attended in Houston with his son.

His community service, love of the law, and political activism was recognized through several awards he received. From the Pennsylvania Bar Association he received the Special Achievement Award in 1999 and the Gilbert Nurick Award in 2003. The Lawrence County Republican Committee honored him in 2013 with the Distinguished Republican of the Year award. He also received the New Castle Jaycees Distinguished Service Award.

Calling hours are Thursday, October 5th from 1 to 5 p.m. at Cunningham Funeral Home, 2429 Wilmington Road, New Castle. A funeral service will be held Friday, October 6th at 11 a.m. at Highland Presbyterian Church, 708 Highland Avenue, New Castle.
