Joel "Whitey" Duncan, Jr., age 57 of New Castle, passed away the afternoon of April 4, 2020 at UPMC Presbyterian Hospital, in Pittsburgh. Born January 5, 1963, in New Castle, he was the son of Joel C. Duncan, Sr., and Maureen (Papa) Duncan. Joel was a union roofer, water proofing, journeyman of Local 37. He was a mason, S.O.I., and a member of the Polish Falcons Club. He enjoyed hunting, fishing and camping in Tidioute PA. Along with his mother, Maureen, Joel is survived by three brothers, Robert (Marci) Duncan of Portersville, PA, Chris (Julie) Duncan of Virginia, Damon (Shelia) Duncan of New Castle, PA; and two sisters, Maureen Dottle of South Carolina and Bridget (Steve) Waskin of Portersville, PA. Joel was preceded in death by his father, Joel C. Duncan, Sr. There will be no visitation or services. A celebration of life service will be held at a later date. Burial will be at St. Mary's Cemetery. Arrangements have been entrusted to the R.
